Information sharing became an issue as a result of 9/11. The 9/11 terrorist attack brought both policy and organization changes based on the results to include the 9/11 Commission Hearings and recommendations from the Markle Task Force on National Security in the Information Age.

Some of these changes include:

2001 Patriot Act that basically allows law enforcement new authority to conduct searches, monitor transactions and conversations, and detain and deport individuals.
2002 Creation of the Department of Homeland Security to coordinate a national strategy against terrorism.
2004 Intelligence Reform and Terrorism Prevention Act. Directed changes to reform intelligence to include the creation of an Information Sharing Environment Program Manager (IPM-ISE).
Former President Obama improved information sharing by issuing a 2009 memo directed to the heads of executive departments and agencies to take action for a transparent and open government.

Openness will strengthen our democracy and promote efficiency and effectiveness in Government.

Answer the following questions:

With respect to your organization, what are some of the problems in dealing with other agencies and what are some ways to improve an information sharing process? (Budgeting for liaison, personnel to fill interagency centers, restrictions on intelligence sharing).
Compare the technology-based approach to improving interagency intelligence sharing as described in the Markle Report with practices such as Communities of Practice and the Los Angeles (Terrorism Early Warning Group) TEW.
